The Town of Webster is seeking a new Superintendent of Highways, a supervisory position responsible for the repair and maintenance of town highways, roads, storm sewers and drainage systems, and for snow and ice removal. Wide leeway allowed for initiating and planning work. General supervision is exercised over Highway Department personnel. Does related work as required.
Minimum Qualifications: either,
(A) Bachelor's degree in Civil Engineering and three (3) years of experience in the construction and maintenance of roads or streets, two (2) years of which shall have been in a supervisory capacity; OR,
(B) Associate's degree in Civil Engineering and five (5) years of experience in the construction and maintenance of roads or streets, two (2) years of which shall have been in a supervisory capacity; OR,
(C) High school equivalency diploma and seven (7) years of experience in the construction and maintenance of roads or streets, two (2) years of which shall have been in a supervisory capacity.
NOTE: Where the minimum educational requirement is not met, additional experience may be substituted on a year‑for‑year basis.
Typical Work Activities:
- Supervises the maintenance and repair of town highways, roads, storm sewers, catch basins and manholes;
- Supervises the construction, maintenance, repair and cleaning of sluices, culverts, drainage ditches, sidewalks, roads and the installation of new roads and subdivisions to be dedicated;
- Supervises the removal of snow and ice from town roads and sidewalks;
- Plans and schedules daily work assignments and designates work crews;
- Directs the cleaning, painting and maintenance of road equipment and real property
- Recommends the purchase of heavy equipment necessary for the operation of the department;
- Purchases gravel stone, asphalt, pipe and repair parts
- Develops and monitors the budget for the department.

The Town of Webster is seeking licensed Professional Engineer to be responsible for directing the Town Engineering Department, and for providing professional engineering advice to the Town Board and other town officials. The work requires considerable exercise of independent judgment especially as it relates to technical engineering issues and the implementation of town public works projects. The employee reports directly to and works under the general supervision of a Town Supervisor or other higher-level staff member. Direct supervision is exercised over a staff of technical and professional employees. Does related work as required.
Minimum Qualifications: Bachelor's degree in Civil Engineering, plus six (6) years experience as a civil engineer working on municipal public works projects, two (2) years of which must have been in a supervisory capacity.
Special Requirements: Possession of a New York State Professional Engineers license at time of appointment.
Typical Work Activities:
- Coordinates construction projects between highway, sewer and public works departments;
- Coordinates town facility needs, including maintenance, security and tree removal;
- Reviews plans for new developments; Inspects work in process for conformance with plans and specifications;
- Confers with engineering personnel, contractors or consultants on public work projects; meets with town officials and town residents to discuss proposed projects;
- Analyzes the environmental impact of public works’ projects on air and water quality and on noise level;
- Makes preliminary and final estimates on engineering construction; Prepares technical reports and analysis of engineering projects;
- Trains and manages a subordinate staff;

Salary Grade: Grade 4, $21.11 - $25.93/hour
Hours of Work: 40-hours work week
Monday-Friday, 7am to 3:30pm
May include weekends, evenings and holiday

Preferred Qualifications:
- 2-years landscape, agriculture, or horticulture work experience
- Possession of a valid Class *D* Operator's license issued by the New York State Department of Motor Vehicles at time of appointment.
- Ideal candidates will have sports turf and landscape maintenance experience along with additional skills (carpentry, electrical, plumbing, equipment maintenance, etc.)
- Ability to follow direction, to solve problems and to complete work both independently and as a member of a team while being safe.
Typical Duties: (including but not limited to)
- Lawn and grounds work, snow removal, building cleaning and maintenance
- Perform light painting duties as directed.
- Operate commercial mowing and grounds care equipment
- Operate small engine equipment (weed eater, sod cutter, etc.)
- Operate 4-WD pickup with plow, agricultural tractors and small backhoe
- Routine maintenance of equipment and other duties as assigned.
Candidate must have physical condition commensurate with the demands of the position, including the lifting of significant weights. Candidates must be comfortable standing, walking, reaching overhead, climbing, and working on ladders, bending, kneeling, and crouching.
