Building Department
The Webster Building Department is responsible for the administration and enforcement of the NYS Uniform Code as it pertains to building construction and compliance with local zoning codes.
Building Department staff accept, review, and approve building permit applications, perform inspections, and ensure that all buildings and structures are properly constructed and in safe condition. These efforts ensure public safety and enhance the quality of life for our residents.
Permits:
Common projects requiring a permit include, but are not limited to:
- Accessory Buildings
- Additions
- Change of Use / Tenant
- Decks
- Fences
- Interior remodeling that may include electrical, plumbing or structural changes
- New construction
- Roof replacement
- Temporary Signs (permanent signs require Planning Board approval)
- Solar Panels (roof- or ground-mounted)
- Standby Generators
- Swimming pools & hot tubs
- Utility Sheds

Building permit applications must be accompanied by appropriate documentation and may require submission of duplicate copies of plans and specifications. State and local standards and technical specifications apply to any building construction done within the Town of Webster.
Common projects that do not require a building permit:
- Cosmetic work such as painting, replacement of flooring, cabinets, appliances, etc.
- Patios, platforms or walks less than 12 inches above grade
- Playgrounds
- Swing sets
- Window and door replacements (if not changing the size)
Inspections:
In many cases, inspections by a building official are required throughout various stages of a project. Upon the successful completion of a project, the building official will issue the proper certificate, which must be obtained prior to the use or occupancy of the structure. Such a certificate verifies that a building or structure, and the proposed use thereof, complies with all applicable building and zoning regulations.
