Transportation Alternatives Program (TAP) grant
The Webster Town Board approved funds to have surveying and preliminary design completed to accompany the upcoming grant application. Information on this may be found in the presentations from the November 6 and November 20 Town Board Workshops.
The initial project kickoff occurred with consultants/Town staff on December 2. Land surveyors from Costich Engineering will be deployed along the Old Ridge Road corridor this month. A public meeting with area residents to review the draft sidewalk alignment plan will take place in January/February 2026, in advance of the March TAP Grant application deadline. Notice will be provided as to when this public meeting will take place.
Environmental Protection Agency's (EPA) Targeted Brownfield Assessment (TBA) program
In June, the Town applied to the EPA's Targeted Brownfield Assessment (TBA) program. The TBA is a service provided through an EPA contract in which the EPA directs a contractor to conduct environmental assessment activities to address the requestor's specific needs. Applications are accepted on a rolling basis throughout the year. As such, the Town anticipates receiving a response to our request by the end of 2024.
If awarded funds from this program, the Town intends to perform the remaining environmental investigation needed to confirm the levels of contaminants, delineate the exact locations of concern (if any), and comply with the state standards for remediation and/or controls to protect human health and the environment.
In December 2024, the Town met with the EPA and their contractor to discuss a detailed scope of work for continued investigations. The Town of Webster was successful in receiving this grant.
The Town has secured a Targeted Brownfield Assessment grant for additional phase II environmental testing at the former Webster Furniture Stripper's site, which includes the installation of several monitoring wells. The contractor mobilized to the site on Tuesday, December 2, and work has been completed. Results from this testing are expected in early 2026 and will help determine the extent of remediation required, if any.
Restore New York grant
New York State recently announced the launch of another round of Restore New York grants. Restore New York funding supports projects involving the demolition, deconstruction, rehabilitation, and/or reconstruction of vacant, abandoned, condemned, and surplus properties. The Town of Webster is in the process of identifying and evaluating potential projects for eligibility, should the Town decide to pursue this opportunity.
The Town of Webster will be submitting an application for the Restore New York grant for the stabilization and rehabilitation and/or demolition of 600 Ridge Road and 602 Ridge Road by December 20.
The Town of Webster was unsuccessful in being awarded the Restore New York grant for this project.
