Snow Removal
It is the Highway Department’s goal to provide roads that are passable and reasonably safe for vehicular traffic as much of the time as possible within the limitations imposed by weather conditions.
Snow Removal Shifts
The Highway Department runs three shifts to remove snow during the snow season, which is January 6 through March 28. These shifts are:
- Administrative staff shift - 7:00 am to 3:30 pm
- B shift - 12:30 pm to 8:30 pm
- C shift - 3:00 am to 11:00 am
There is also a dispatcher on call 24 hours a day from December 1 to April 1.
Snow Stakes / Delineators
Snow stakes (markers) placed by town personnel are for the sole purpose of delineating obstructions or points of curve for drivers during snow removal operations. They are strategically placed to guide us, but not to obstruct or impede our operations.
During storms or heavy accumulations, we may perform a detail called "benching" or "shelving." At that time, stakes (markers) may become vulnerable and subject to damage from shelving. The Town does not repair or replace damaged markers placed in the right of way by homeowners.
Regulations
Throughout the snow season, snow must stay on your own property. It is against the law to place anything in the road, including snow, leaves, and sticks. There is also no parking on town roads from November 1 through May 1 from 12:00 am to 7:00 am. Parking on roads is also prohibited during snow emergencies.
Vehicles in violation of this will be towed and the vehicle’s owner will be responsible for all towing and storage charges. We do have the legal authority to remove vehicles parked in the road outside posted hours, if vehicles impede or obstruct our snow removal operation. So it is best to avoid parking in the road whenever possible.
Driveway Clearing
Driveway maintenance is the property owner's responsibility. When clearing your driveway, snow must be kept on your own property.
Any snow pushed, blown, or plowed into any street is illegal under both NYS Vehicle and Traffic Law and NYS Highway Law. If your driveway is plowed by a private contractor, both the property owner and plow operator may be ticketed.
Placing trash and recycling bins in the road creates a hazard. Please keep bins out of the road, shoulder, and gutter.
Sensible Salting
The Webster Highway Department follows the “Sensible Salting” Guidelines established by Monroe County, in conjunction with the Environmental Management Council. This policy requires us to use only enough salt to make our highways safe for motorists but requires drivers to reduce driving speed according to conditions.
The Town of Webster follows strict guidelines for winter road treatment. Roads are treated with different products to enhance performance depending on time of year and temperatures.
We adjust the application depending on forecast, temperatures, traffic volume and time of day. Drivers should adjust their speed and expected time of travel using the same criteria.
